Why visit
Panaji is the most walkable Indian state capital, the Latin Quarter of Fontainhas (UNESCO-listed), the white-and-blue Church of Our Lady of the Immaculate Conception, sunset cruises on the Mandovi, and casino boats anchored mid-river. November to February is the dry, cool window. Use the city as a base to explore Old Goa's Basilica of Bom Jesus (where Saint Francis Xavier's body lies), Anjuna's beaches, and Goan-Portuguese cuisine, vindaloo, xacuti, bebinca.
When to avoid
Do not visit Panaji expecting every worthwhile stop to be close together or easy to improvise. In Panaji, a good plan starts with the constraints, not with the number of sights. Keep Panaji practical: fewer cross-town moves, confirmed hours, and paid transport when it saves time or saves time. If the main interest is one nearby site, it may be better to treat Panaji as a base rather than the whole destination.
