About
Edi Rama, then mayor of Tirana, launched the painted-facade initiative in the early 2000s as a low-budget urban-renewal program: pick the bleakest communist-era apartment blocks and paint them in saturated colors and bold patterns. The buildings became the visual signature of post-isolation Tirana.
