I give this five stars at the late-April 2024 rate I paid: about €135 per night for the room, all inclusive, for two people before local fees. The views over the bay were the reason to stay, and the pool areas and small private beach made it easy to slow down. The food was buffet-functional rather than exciting. At much higher current rates, I would compare it against an apartment or a more central hotel before booking.

Iberostar Waves Herceg Novi is an all-inclusive beach resort in Njivice/Igalo at the mouth of the Bay of Kotor, across the water from Herceg Novi old town. Best as a low-rate resort base with big bay views, pool decks, a small private beach, and boat or taxi links into town.
