Dublin is still mostly a walking city for visitors. Luas is useful when your day touches the edges: Heuston, Smithfield, the Docklands, Ranelagh, or a south-side hotel that lines up with the Green Line.
How to use it
Use Leap if you are doing more than a one-off ride. Tap or validate before boarding, and keep the habit consistent. For a short city stay, the decision is usually not "learn the whole network." It is "does this save me a cross-town walk or a taxi?"
Airport logic
Luas does not go to Dublin Airport. That keeps the airport decision separate: Dublin Express, Aircoach, local bus, or taxi. Do not plan an airport arrival around the tram unless your route has already put you in the city.
Network character
The Red Line is the station-and-docklands layer. It is useful for Heuston, Connolly, Smithfield, and The Point. The Green Line is the south-city layer: St Stephen's Green, Ranelagh, Charlemont, and the corridor down toward Brides Glen, with the Cross City extension tying it back into the north side.

Luas opens
Dublin gets modern tram service again with the Red and Green lines, decades after the older tram network disappeared.
2017
Cross City opens
The Green Line extends north through the center to Broombridge, making Luas more useful as a true city spine.
