The Heidelberg Mountain Railway is transportation, but mostly in the attraction sense: old town up to the castle, then higher toward Königstuhl if you want the view.
The practical ticket logic is not the city-tram logic. Think castle/funicular ticket, not daily transit pass. If the day is Heidelberg Castle, the Bergbahn is part of that visit.
It is also a good example of European hill infrastructure doing double duty: local access, tourist attraction, and built-environment lesson in one short ride.
