Neues Rathaus is modern city government in Neo-Gothic dress. Construction ran from 1867 to 1905 after the old town hall became too small for the city council. Georg Hauberrisser designed the building, and the facade uses saints, rulers, arches, gargoyles, and the Glockenspiel facing Marienplatz.
The crowd usually watches the Glockenspiel, but the building is more interesting as 19th-century administration using medieval language. Compare it with Hamburg Rathaus if you have both cities in mind. Hamburg chose Neo-Renaissance civic grandeur. Munich chose Gothic and dynastic imagery.
